No. HRM includes urban and rural, and both are represented at council. I have lived in both settings, and I understand there are problems, but I believe they can be solved at the same table. Nova Scotia is well known for its contribution to the arts, in writing, music, visual and performing arts. It is a draw as a tourist destination, it is a source of pride, and it is an area that most citizens would be happy to support.
