Yes. The Council needs divide HRM into 3 Community Councils (Urban Suburban and Rural) then empower each so they may serve their communities better. Moreover, there could be service agreements with other municipalities so the services for the rural area can be maintained in a more centralized manner.

Yes. The fact is service delivery to dense areas is far cheaper than servicing less dense areas. HRM must take that into account when posing a solution of tax reform. Infrastructure in downtown is the oldest in the municipality, yet we pay high taxes for crumbling infrastructure while new suburbs receive new infrastructure paid for my the taxes in the downtown! Something needs to change!
